New Somaliland president sets sights on corruption

HARGEISA – Opposition leader Ahmed Mohamed Mohamoud “Siilanyo” of the Peace, Unity and Development Party, has been elected president of the self-declared republic of Somaliland, after he won just under 50 percent of votes cast on 26 June, in the first democratic handover in the Horn of Africa. He will be inaugurated next month.

The report uncovers points of potential instability and suggests how to tackle them. The country’s history shows a pattern of apparent stability followed by violent crisis. For long periods, problems have been masked but not dealt with, and consequent frustrations have led to explosions of violence. Today, the nation-building project has become frayed, as the economy has stagnated, and unemployment and inequality have risen. While potential organising forces are weak and dissipated, popular anger is high.
