KINSHASA – Tens of thousands of people in eastern Democratic Republic of Congo (DRC) have fled their homes amid an army offensive against Ugandan rebels, presenting fresh impetus to humanitarian agencies’ efforts to adapt their response mechanisms to sudden displacement.
